Kill Switch

An agent kill switch is one operator-owned control that stops outbound actions instantly. When engaged, action paths refuse to execute regardless of what the agent, its queue, or its scheduler wants to do.

The switch is operator-owned and local — it does not depend on a remote service being reachable.
